Composting manure is wonderful, it does kill the weed seeds and parasites if done properly. The big thing on why farmers don't want horse manure is usually because the high amount of bedding (carbon source). It takes nitrogen to break down a carbon source. To do this nitrogen is taken away from growing plants. The higher the carbon the source the nitrogen is needed to break it down. If you google Carbon:Nitrogen in Horse manure there are some good tables that tell you what the ratio is for various bedding sources and even raw horse manure. Raw manure is not a bad thing, but if you are applying it on a non growing crop you will be losing valuable nitrogen. If you apply it on say a winter small grain over the winter months, the growing crop will fix the nitrogen and it will not be lost. The growing crop will also help to prevent the manure from washing off the fields. Grass can also help out in this case. There is always a % of nitrogen that is not readily avaliable and there is always some that volitizes into the atmosphere.
