HB 1275 School Property Tax Eliminattion Act

Please go to www.ptcc.com to see if your district represenative supports this bill. In essence, this bill will abolish the School Property Tax by 2011. It will also remove the power from the Pennsylvania School Board and School Distrist spending to a State level overseen by the Secretary of the State Treasurer. This bill also provides benefits for senior citizens and fair spending among the school on a per child basis. It will be funded by and increase in the state sales tax from 6% to 6.5%/7%. It will also increase the State income tax from 3.02% to 3.29%. This would remove the burden of taxation on the middle class and capture the upper classes. ALso, it would place a tax on builers and developers as they are increasing the need for bigger schools. Additionally, should the school district wish to increa the Earned Income Tax (EIT) or to build new schools, ball feilds, etc, it will have to be put on the ballot for a citizen vote.

Also, Commercial properties for profit will be subject to a School tax thereby capturing additional funds from the major money makers and eliminite the 'five year moratorium on taxation."

This bill will equally divide the states School Fund based on a per child basis rather than allowing the Board of Education to increase funding for lower to middle income school districts and decreasing the funding to affluent school districts with outrageous benefits.

While I realize that employees of the the School Districts will probably oppose this bill, we as citizens that are struggling to keep our properties and maintain open space would be spared the burden of supporting the lower and high income areas in the state.

You can read the bill at www.legis.state.pa.us. It' 218 pages long but give a clear definition on how the plan would work and benefit the home owner and each individual child in the school districts.

Contact your district representative if they are not in support or are on the fence with regards to this bill. Give the rights back to the Citizens of the State of Pennsylvania. Since 1949, we have been subject to taxation without representation by the State Board of Education. Boston Tea Party time.
