That makes more sense to me. You have always had to carry your coggins with you depending on where you are going but on the other hand, the bill does sound like they are asking you to "report in" and possibly start paying fees if you want to move your horse or add horses to your farm. It still sounds like it's imposing on our rights as horse owners but I can't figure out why anyone would care if we have our horses on our own properties. I still emailed in about it - can't hurt, right? I just wish politicians had better things to do !!!
