unless things have changed you DO NOT have to report if you are going for a trail ride or pasturing your horse on a neighbors property. You need only report if you are attending anything requiring a coggins or health certificate. I am not saying I am or am not in favor of this but we should try to get ALL of the facts and we should have had them a long time ago!
